The Government
The clan's elected leader is currently Muura. She's a hardcore warrior and has beaten all the other candidates for the position. No one cares to challenge her since of her fighting prowess. Her sister, Maa, was taken from the clan and used to make Iho Palla.
The more military prowess one has, the higher they rank in the government. They are very democratic in how they run their government. Everyone is elected for the battle of candidates. Depending on the rank in the government, the more deadly the battle is. Any battle for the leader is a death battle, and whoever survives becomes the leader. For any other rank below the head leader is less deadly.
Once elected, they are automatically assigned a battalion to lead in war and a city to govern. Everything that can't be decided by vote is decided by fighting.
The Culture
Includes the islands Oyshpe, Raphim, and Abcali. Fighting and surviving is their goal. All the clan members are warriors or aid in the warriors lives. This clan often attacks others and steals resources and other clan's Pakaasu. If someone wishes to do anything besides fighting, they need to make their case in court. They may need to fight whoever runs their city to become whatever they dream of doing.
Those that are captured by the Juuou are turned into slaves and servants of those who need them. Medicine is highly valued in this clan and any medicine makers are valued tendentiously. A lot of slaves tend to be those with medical knowledge or ones who can make clothing.
The Juuou clan quickly picked up on how endless the war seemed and based their entire culture around war and fighting. They trained every single Pakaasu to learn to fight and protect. Each hundred years, the training became more intense and efficient. War and fighting became their life. They lost all sense of fun and wonder over the years. Those who dared to think of anything besides war were shunned and forced to be on the front lines. Any who were weak and unable to fight were made subservient to those who could fight - doting on their every whim and need in fear of being used as training bait. The Juuou clan developed a series of intense and effective fighting styles for close combat, some for distance, and excel in the creation and use of archaic weapons like throwing axes, bows and arrows, daggers and swords, other axes, hot iron picks, and more. They are fast and agile making the use of armor a thing of the past.
Everyone in the Juuou clan has a place as a warrior or serving a warrior - no Pakaasu is wasted. If you can breath you can fight or serve. There is no excuse for idleness. Death is also celebrated! A fighter's death is a tremendous occasion. Even those who serve warriors well their whole lives are celebrated in death - even slaves play an important role! No death is overlooked and all deaths are researched to determine the type of celebration the deceased will have. And missing Pakaasu, no matter their battle worth, are searched for until a body is found - EVERYONE HAS PURPOSE.

Like the Pakkeli, Pakaasu are unable to eat solid foods. All foods are liquid or easy to swallow. The Juuou Clan has very nutritional food and many people do not cook food for flavor. The healthier it is, the better. Their most common flavor is zuccini. Eating alone is favored more than eating in groups.
Technology for this clan is akin to the 1700s/1800s.
Relationships with Other Clans
Maaha Clan- The Juuou Clan view them as their first step in taking over all the Isles. They resist the Juuou Clan often, which makes the Juuou Clan more excited to dominate them. Many believe that the Juuou Clan's rule over the Maaha Clan will save all the Maaha Clan Pakaasu from poverty.
Kiiai Clan- The Juuou Clan honors their values and pretty much ignores them. They know that the Kiiai Clan does not stand too much of a threat, for revolution inside of the clan is fairly easy to orchestrate. The two clans trade on occasion.
Geefe Clan- The Geefe Clan is the Juuou Clan's best friend...and worst enemy. The nobles tend to let the Juuou Clan kidnap the poorer members of the Clan and use them as slaves. However, their power and influence on the Maaha Clan angers the Juuou Clan.
The Kulluaari- ???

Buildings have walls made of insulated wood covered over with plaster, and roofs are flat and made of ceramic tiles. Doors are made of thin wood and rounded on top. Windows are large and rectangular. For decoration, wealthier houses and communal buildings often have small pools just outside.
Their music is percussive and dynamic. Common instruments include: kingwood short-necked lute strung with leather, boxwood lyre strung with Sumea leather, tin full harp strung with wool.
