The Government
This clan is ruled by a small group of elder Pakaasu. These leaders are very particular and hand pick their successors. They refused to adopt change and think very highly of their ancestors. The current elders are Naau, Kakain and Lupia. They each are in the process of hand picking their own successors. While Kakain and Lupia are fine with their culture changing, Naau refuses to embrace change and will shun all who do not follow the cultures rules.
The Elders rule over all the Pakaasu on the islands. Each city has their own 'Junior' that rules over and answers directly to the Elders. The Juniors are typically the ones that become Elders when an Elder passes away. Juniors can be removed from position if they break ANY traditions. Children of Juniors are held at VERY high standards and must not break tradition either.
There is a small police force made by each Junior. Some are more strict than others. The police forces all go by various names, but they do the same things: stop crime and make sure no one breaks tradition. If one is found to break tradition, they will be taken to the Juniors, and potentially the Elders, to decide what their punishment will be.
The Culture
Includes the islands Pizzleti and Raki. They are very focused in on traditions and the status quo. Any who stray from the norm are sent to Raki and forced to do hard labor or fight. From the male Pakaasu taking the responsibility or the females dealing with cleaning or healing, tradition is worshiped. If a biological female identifies as male, he is considered a male for any of their traditions.
Male Pakaasu are expected to work for the betterment of the clan. From being in the military or farming, males must do any of the hard work. Males are forbidden from entering any field about medicine, creative works, raising children or anything they deem as a feminine job. Females are expected to do the work that is considered less necessary for the clan's betterment, besides for the medical profession.
Females are allowed to marry other females, as long as one takes the role of the 'male' in the household. Males are forbidden from marrying other males, unless they have a few children already. The more children a couple has, the higher they are valued in their society.
First marriages traditionally are set up by the parents, in exchange for goods or social status. If the first marriage fails, they must have one child before they can divorce. Whomever assumes the 'female' role in the marriage has full ownership of the child after the divorce. Second marriages can be for love. If a third marriage happens, they must get approval from the Elders to get married. Third marriages tend to be frowned upon and the couple may be sent to Raki as punishment.
Extramarital affairs are HEAVILY frowned upon, if caught. If a child is born from a non-married couple, the child will be taken from the parents and the parents sent to Raki. The child will be raised as an orphan and is treated as less than other children with parents, even those born from a third marriage.

Relationships with Other Clans
Maaha Clan- The two clans get along rather well. The elders believe the King is a much better ruler than the Queen of the Maaha Clan, so they tend to only talk to him. They support the Maaha Clan with staying stable, but hate when Pakaasu leave their clan to go to the Maaha Clan.
Juuou Clan- The Kiiai Clan tend to avoid the Juuou Clan. Sure, if they pillage their lands they will fight back. But other than that, they trade on occasion and leave their relationship at that.

Buildings and Music
Buildings have walls made of stone slabs that's meticulously cleaned, and roofs are flat and made of wooden tiles. Doors are made of heavy wood and onion-shaped. Windows are small and wide. For decoration, geometric shapes are carved into the trim.
This music is haunting, mellifluous, and regimented. Common instruments include: lime-wood lyre strung with Sumea Goo, palm-wood full harp strung with leather.
